Responsible for delivering and maintaining Information Technology (IT) applications/systems, leading a technical team and driving the engineering roadmap to deliver on contractual commitments and/or internal product roadmaps. Lead the team to enable the vision for a world class Software Engineering organization, deliver with excellence, have a keen customer focus, look for continuous improvement and innovation opportunities, while ensuring streamlined operations for the business and operating in a fast paced Agile environment.

Primary duties may include, but are not limited to:

  • Lead all aspects of Identity Management as it relates to customer requirements and deliverables, to include custom developed IdM solutions, commercial off the shelf solutions and Enterprise LDAP solutions.
  • Lead a portfolio of diverse technology initiatives and cross functional team(s) of developers, engineers and analysts to deliver information systems and related functions for one or more system/application while delivering on NGS contracts.
  • Establishes and maintains collaborative relationships with key business partners, external and internal clients with a customer focus.
  • Manages multiple cost centers and/or plan of record projects; delivers and supports software system solutions that support the operations of their functional areas.
  • Manages at least a single application (or the equivalent capital and/or level of responsibility and complexity).
  • Defines and drives the adoption of software engineering practices and modernization such as Continuous Delivery/DevSecOps, Test Automation, Test Driven Development and migration to Cloud, to improve quality and speed of delivery while balancing business needs.
  • Evaluates all directives, change orders, and projects as to their impact on tactical plans, budgets, and contract compliance.
  • Oversees and implements new subsystems, procedures and techniques; manages implementation/integration projects to ensure deliverables.
  • Shares their passion for continuous learning and staying on top of tech trends, experimenting with new technologies, participate/lead communities of practice and roll-up their sleeves to dive deeper as needed.
  • Participate or lead in enabling key blue chip business and related IT priorities.
  • Hires, trains, coaches, counsels, and evaluates performance of direct reports for talent management and growth while also focusing on personal growth and development.
  • Demonstrate high standards of integrity by adhering to the NGS Standards of Ethical Business Conduct (SEBC) and behaviors that are consistent with our Anthem and NGS values.

Qualifications

Required Qualifications

  • BA/BS in Computer Science, Business Administration, Management Information Systems, or related field
  • 5+ years of experience leading project teams, application software development, maintenance or implementation and support, including 3+ years of management experience in an Agile environment, or any combination of education and experience, which would provide an equivalent background.
  • Experience delivering and managing Identity Management, include custom developed IDM solutions and/or commercial off the shelf solutions and Enterprise LDAP solutions.
  • At least 4 years of experience in people management
  • At least 1 year of experience with Agile and software engineering practices such as Continuous Delivery, DevOps, Test Automation and applications on Cloud.

Preferred Qualifications

  • 7+ years of experience managing technical teams building products facing external customers
  • 5+ years of experience working with Agile and software engineering practices
  • Government / Federal Technology consulting experience is highly preferred.
