Location – Remote in Bay Area (  Marin, Sonoma, Napa, Solano, San Francisco, San Mateo, Contra Costa, Alameda, and Santa Clara.)

Responsible for the development and ongoing management of one or more multi-year external client facing programs within a business unit. Program managers typically support business strategies through an integrated portfolio of external client facing projects or initiatives. A program manager may have responsibility for a piece of a larger enterprise/regional external client facing program.

Essential Duties and Responsibilities 
Primary duties may include, but are not limited to: 

  • This position plays a key role in driving the Health Plan’s local engagement in Alameda, Contra Costa, San Francisco, and Santa Clara Counties.
  • Responsible for managing relationships with County Public Health and Mental Health Departments and leads Memorandum of Understanding (MOU), Community Advisory Committee (CAC), and Regional Center meetings in each county on a quarterly basis.
  • Represents Health Plan during health care related public meetings and forums
  • Enhances relationships with local elected officials and local stakeholders
  • Build and maintain provider relationships, support local and community health collaborative initiatives, and serve on managed care related committees. 
  • Function as a resource in assigned program areas and help resolve non-routine questions, situations, and provider, member, and regulatory/compliance issues
  • Support development and execution of key marketing strategies that help grow membership while complying with state and federal regulations.
  • Develop and implement initiatives/projects that streamline complex processes across 
  • Develop and deliver highly engaging visual presentations on program performance and projects/initiatives to external and internal leaders.



  • Requires a BA/BS and minimum of 5 years external client facing experience in program/project management; or any combination of education and experience, which would provide an equivalent background. Graduate degree preferred. Project management certification preferred.


Preferred Qualifications:

  • Experience in managing relationships with County Public Health and Mental Health Departments and leads Memorandum of Understanding (MOU), Community Advisory Committee (CAC)
  • Healthcare experience
